Uganda

In spite of its geographic isolation, Kisoro District is the second most densely populated district in Uganda (310 people per square kilometer) and its population of 221,686 (2002 census) is increasing rapidly with a fertility rate of 8.35.  Kisoro is also one of the poorer and least developed districts of Uganda.  Because of the steep terrain, extensive terracing is required.  The volcanic soil must be worked by hand.  Over time, continuous land use, erosion and lack of crop rotation has resulted in poorer quality of soil and reduced production.  More than 50% of the population lives in grass thatched houses with limited access to safe water and sanitation.

Cyanika is a village that serves as a border crossing point between Rwanda and Uganda with a manned border crossing station.  There has been history of political turmoil and inter-ethnic conflict in both Rwanda and neighbouring DRC, but recent reconciliation projects and elections have resulted in relative stability in area.

Communication

Telecommunication is difficult.  Internet access requires satellite hookup, service is intermittent and availability is limited.  Recently cellular service has been introduced and provides the primary means of telecommunication in and out of the district.  Administratively the Kisoro District is divided into 13 sub counties and one Town Council. 

The Southern Kisoro District, including Katarara Parish and the surrounding area and the village of Cyanika, is the primary service area of the project covering approximately 50,000-70,000 people.  There are three main ethnic groups: the Bafumbira, the Bakiga and the minority Batwa.  The Bakiga (Pigmy) are scattered throughout the district.  The languages spoken by these groups are mainly Rufumbira and Rukiga.  English is taught in primary school and is the national language of Uganda. The literacy rate is low, estimated at 32.8% compared to the national rate of 54%.
